A Closer Look at ESSA Evidence-Based Criteria

The Every Student Succeeds Act (ESSA) is the federal K-12 education law requiring that all students in America be taught to high academic standards that will prepare them to succeed in college and careers. ESSA provides states and school districts guidance as well as flexibility in selecting "evidence-based" learning solutions that have demonstrated a positive effect on student performance. ESSA identifies four levels of evidence:

LEVEL 1

Strong Evidence
Experimental Study

An experimental study (randomized control trial) conducted in at least two sites with 350 students that measures outcomes of a treatment and control group in which participants have been randomly assigned to either group.

LEVEL 2

Moderate Evidence
Quasi-Experimental Study

A quasi-experimental study conducted in at least two sites with 350 students that measures the outcomes of a treatment and control group in which participants are well-matched on important baseline characteristics (e.g., demographics, achievement) but not randomly assigned to either group.

LEVEL 3

Promising Evidence
Correlational Study

A correlational study that includes a treatment and control group that is not randomly assigned or well-matched on important baseline characteristics (e.g., convenience sample, already formed groups).

LEVEL 4

Demonstrates a Rationale
Logic Model and Study Underway

A well-defined logic model or study that indicates how a program is likely to improve student outcomes. Additionally, a study must be underway that meets the Promising Evidence level or higher.

ESSA Evidence-Based Learning Solutions

After your district has identified local needs, it is time to determine which evidence-based learning solutions will best serve your student population. Savvas follows ESSA guidelines provided by the U.S. Department of Education when evaluating the effectiveness of our learning solutions.
